The Wythe County Board of Supervisors will hold a public hearing to give the citizens served by the Wythe County public water system an opportunity to comment on a proposed rate change. In accordance with the Code of Virginia Section 15.2-2119, and subsequent revisions, the Wythe County Board of Supervisors proposes to change the rates charged for water services as follows:

The public hearing is scheduled for Tuesday, September 10, 2024, at 6:00 p.m., or as soon as practicable thereafter, in the Board Room of the County Administration Building, 340 South Sixth Street, Wytheville, Virginia 24382 to hear public comment on the proposed water rate change.

In compliance with the Code of Virginia of 1950, and amendments thereto, the Wythe County Board of Supervisors will conduct a public hearing to consider Amendment No. 2 to Ordinance 99-2 entitled, “Solid Waste Ordinance of Wythe County, Virginia.” The Board of Supervisors shall hear comments from citizens concerning the proposed amendment.

The public hearing shall be held on Tuesday, September 10, 2024, at 6:00 p.m. in the Board Room of the Wythe County Office Building, 340 South Sixth Street, Wytheville, Virginia.

The Wythe County Board of Supervisors invites interested, qualified contractors to submit bid pricing for the following project:

Replace 24 automated, roll-up garage doors, tracks, openers and remote controls at the following Fire Departments and EMS stations:

Barren Springs 6 doors, 6 controllers
Ivanhoe 6 doors, 6 controllers
Max Meadows 6 doors
Speedwell 5 doors
EMS - Lead Mines Station 1 door


Replacement commercial-grade roll-up garage doors must be insulated, have small insulated security windows in one panel and provide obstruction detection/door closure stop. The county prefers controllers which support smart monitoring, secure remote operation, and driver hazard detection and warnings.

All county fire stations are metal construction built in the mid-1990s. Some controllers and one door have been replaced in that time, and all stations are substantially identical in exterior and door construction. All fire station door openings are identical at approximately 14 feet high by 14 feet wide. EMS door is 14’ high by 12 feet wide.

Prospective respondents may visit the Lead Mines Station or Max Meadows Fire Department weekdays between 8 a.m. and 5 p.m. to review current door construction.

Responses must include: full description of proposed replacement equipment; insulation R-values for replacement doors; detailed warranty coverage; proposed time delivery and installation; recommended and optional equipment and systems, with costs; equipment service schedule; itemized project pricing; bid bond; total bid amount. Successful respondent must provide a performance bond within seven business days of award.

Responses due no later than 2:00 p.m. Thursday, September 19, 2024. Bids will be opened and tabulated immediately after the bid period ends. The County anticipates award of the contract September 23 with notice to proceed September 24, but reserves the right to reject any bid, negotiate with the lowest bidder and to waive any informalities. The county is not responsible for late delivery or lost packages.

Wythe County, VA (Owner) is requesting Bids for the construction of the following Project:

2024 Austinville Sewer Improvements

Bids for the construction of the Project will be received at the County Administration Office Board Room located at 340 South Sixth Street, Wytheville, VA 24382, until Thursday, September 12, 2024 at 2:00 PM local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Contracts:
- Austinville Sewer Improvements Phase II including the replacement or installation of approximately 4176 LF of 8” gravity sewer and appurtenance.
- Austinville Wastewater Treatment Plant, Trickling Filter Wall Repair including the repair of deteriorating CMU trickling filter wall.

Bidding Documents may be downloaded from a designated project web link. Prospective Bidders shall email srlouiso@matternandcraig.com to register as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. Upon registering, the web link will be issued. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

The nonrefundable cost of printed Bidding Documents is $300 per set, payable to Mattern & Craig plus a nonrefundable shipping charge. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bidders must be licensed as a Contractor in the Commonwealth of Virginia. Bids must be accompanied by a bid guarantee as specified in the Instructions to Bidders. The bidder’s attention is directed to the requirements of Title 54.1, Chapter 11, of the Code of Virginia. Withdrawal of bid due to error shall be in accordance with Title 2.2, Chapter 43 (2.2-4330, Paragraph B.1) of the Code of Virginia. The project will be funded through the Virginia Clean Water Revolving Loan Fund (VCWRLF) Program as administered by the Virginia Department of Environmental Quality Southwest Regional Office (DEQSWRO). MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex or national origin; the President’s Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; American Iron and Steel provisions contained in Subpart J of the VCWRLF Contract Inserts, and MBE/WBE provisions contained in Subpart C. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

A joint pre-bid conference for the Project will be held on Tuesday, August 27, 2024 at 10:00 AM local time at the Wythe County Administration Office Board Room located at 340 South Sixth Street, Wytheville, VA 24382. Attendance at the pre-bid conference is highly encouraged but not required.
