Wythe County, Virginia is requesting Bids for the construction of the following Project:

Barrett Mill Water Improvements

Bids for the Division I and Division III of the Project will be received at the Wythe County Board of Supervisors Chambers located at 340 South 6th Street, Wytheville, VA  24382, until February 3, 2025 at 2:00 pm local time.  Bids for the Division II of the Project will be received at the Wythe County Board of Supervisors Chambers located at 340 South 6th Street, Wytheville, VA  24382, until February 3, 2025 at 2:30 pm local time. Division I and Division III will be publicly opened and read at 2:00 pm.  Division II will be publicly opened and read at 2:30 pm.   Per Code of Virginia, Section 2.2-4303, A:  bids may be submitted electronically via www.eva.virginia.govA single hard copy of the bid documents is required to be submitted prior to the noted time of receipt.   

The Project includes the following Work:

Construction of 35,000 lf of 4”, 6” and 8” water main  including a constant pressure booster station in the Barrett Mill Road area of Wythe County just south of Wytheville, Virginia.

Separate Bids will be received for the following Contracts:

Owner will announce the total construction budget prior to opening Division 1 and Division 3 bids. The Project has an expected duration of 365 days.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9-5, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $400 for each set. Bidders and Non-Bidders who return full sets of the Bidding Documents in good condition within 10 days after receipt of Bids will receive a half refund.  Make deposit checks for Bidding Documents payable to Peed & Bortz, LLC.

Pre-bid Conference
A pre-bid conference for the Project will be held on 15 January 2025 at 10:00 am at Wythe County Offices, 340 South 6th Street, Wytheville, VA  24382. Attendance at the pre-bid conference is encouraged but not required.

Instructions to Bidders

Domestic Preference 

This project is subject to the American Iron and Steel (AIS) requirements under Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017)  and subsequent statutes mandating domestic preference applies as AIS requirement to obligations made after May 5, 2017. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.

Should the apparent low bid exceed available funds, the Owner reserves the right to negotiate with the apparent lowest responsible, responsive bidder to obtain a contract price within available funds.
