Wythe County, Virginia (Owner) is requesting Bids for the construction of the following Project:

2020 AUSTINVILLE SEWER SYSTEM IMPROVEMENTS

Bids for the construction of the Project will be received at the County Administration Office Board Room located at 340 South Sixth Street, Wytheville, VA 24382, until Thursday, 4/1/21 at 2:00 PM local time. At that time the Bids received will be publicly opened and read.

The Project includes the replacement and rehabilitation of approximately 2825 LF of gravity sewer and appurtenances, and miscellaneous improvements at the 20,000 gpd trickling filter wastewater treatment plant.

Bids are requested for the following Contracts:
Contract 1 – Collection System Replacement/Rehabilitation
Contract 2 – Wastewater Treatment Plant Improvements

Prospective Bidders are urged to register as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated dropbox in either electronic or paper format. The designated dropbox will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

The project will be funded through the Virginia Clean Water Revolving Loan Fund (VCWRLF) Program. MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex or national origin; the President’s Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; American Iron and Steel provisions contained in Subpart J of the VCWRLF Contract Inserts, and MBE/WBE provisions contained in Subpart C. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a non-refundable deposit of $200.00 for each set.

Bidders must be licensed as a Contractor in the Commonwealth of Virginia. Bids must be accompanied by a bid guarantee as specified in the Instructions to Bidders. The bidder’s attention is directed to the requirements of Title 54.1, Chapter 11, of the Code of Virginia. Withdrawal of bid due to error shall be in accordance with Title 2.2, Chapter 43 (2.2-4330, Paragraph B.1) of the Code of Virginia.

Pre-bid Conference
A pre-bid conference for the Project will be held on Tuesday, 3/23/21 at 10:00 AM for Contract 2 and 11:00 AM for Contract 1 at the Wastewater Treatment Plant in Austinville, VA. Attendance at the pre-bid conference is encouraged but not required.

In compliance with Section 15.2-2204 of the Code of Virginia and amendments thereto, the Wythe County Board of Supervisors will conduct a public hearing to consider adopting an ordinance for vacation of right-of-ways or streets entitled: 

An Ordinance Discontinuing and Vacating a Portion of a Twelve-Feet Wide
Alleyway in the Community of Max Meadows, Fort Chiswell Magisterial District,
Wythe County, Virginia
 

The Board of Supervisors will hear comments from citizens concerning the adoption of the proposed ordinance. 

The public hearing will be held on Tuesday, March 9, 2021, at 6:00 p.m. in the Board Room of the Wythe County Office Building, 340 South Sixth Street, Wytheville, Virginia.

Beginning on March 8, 2021, The Thrasher Group and the Wythe County Wastewater Department will commence smoke testing of the sanitary sewer system in your area. Smoke testing is a cost-effective method to locate leaking sewers, lost manholes, and faulty sewer connections. With your cooperation, we can identify where runoff enters the sewer system and effect repairs. Our goal is to provide a safe, economical, efficient, and environmentally sound sewer system.

Testing hours will be from 8:00 AM to 6:00 PM. Residents can expect to see some smoke coming out of their sewer roof vents during the test. If a residence has a faulty sewer connection, smoke might enter the house through the faulty connection. If this occurs, DO NOT BE ALARMED. The smoke is non-toxic, non-staining, and free of oil and colored particles. The smoke creates no fire hazard. Opening windows and doors will cause the smoke to dissipate. In the event that you should have direct contact with the smoke, you may experience some minor irritation of the respiratory passages. If people in your building have asthma, emphysema, or some other respiratory condition, please notify us so we can discuss your case in further detail. If traces of smoke or odors enter your building, it is an indication that sewer gases may also enter. Evidence of smoke in your house should be immediately reported to the Wythe County Wastewater Department, at the number listed below, and to your plumber. Location, identification, and correction of the source of smoke entering your house is strongly recommended. Correction of any defects in the pipes and sewer on private property is the responsibility of the owner. 

  • Smoke Testing of the entire system is expected to take approximately 4 to 6 weeks for the Fort Chiswell, Max Meadows and Grahams Forge areas. As such, we will not know exactly when we will be in a specific area, therefore we will have personnel going door to door to notify residents of the upcoming work the day of or the day prior to the work being performed. 
  • We would request you pour water down ALL drains in your home or buildings to ensure your J- bend sewer traps are full of water. Water typically evaporates from floor drains especially, so please check these as well if you have them. This will prevent smoke from entering the homes or business from the sanitary sewer side.
