The Wythe County Board of Supervisors (“WCBOS”) is soliciting proposals from qualified firms to provide professional engineering services related to the above ground water storage tank to be located at Lots Gap.

The WCBOS intends to install 1, 2-million-gallon water tank on Lots Gap.  The scope of professional engineering services may include engineering design, environmental assessment, development of drawings, technical specifications and construction contract documents, bidding assistance, construction administration services; and supplemental services as appropriate to complete the project.

Firms wishing to submit a proposal shall provide five statements of qualifications and references on Standard Form (SF) 330, along with a cover letter of not more than two pages. Proposals shall be submitted to the following address:

Proposals must be received by 4:00 p.m. local time on February 14, 2022. Proposals received after this time will not be considered.

Evaluation shall be based on the information contained in Standard Form (SF) 330 and the cover letter.  Selection criteria shall be as follows:

  • Qualifications of the design team (30 points)
  • Familiarity with the specific project requirements (30 points)
  • Past performance on comparable projects (15 points)
  • Demonstrated responsiveness of the firm (25 points)

Proposals will be reviewed and interviews may be scheduled with the top ranked firm(s) in accordance with the Virginia Procurement Policy.  Please note WCBOS reserves the right to award in part or in whole or to reject any or all proposals.

The Wythe County Board of Supervisors requests qualifications from qualified commercial realtors with established contacts and track record necessary to attract large-scale commercial development, hotels, shopping centers, and restaurants to busy commercial corridors. The intent of the request is to choose a commercial realty specialist to market 1) Parcel 3 - 30.94+/- vacant county-owned acres on Chapman Road fronting the Interstate 77 and 81 corridor near exit 77 and 2) Parcel 2 - 14.36+/- vacant acres for residential or commercial development along Pres. Jackson Road adjoining Parcel 3. The county may require terms and conditions to property sales to manage types of development, access, amenities, levels of investment and time limitations for development. The county will work with the selected firm to set priorities for types of development it prefers. 

Interested commercial realty firms should submit detailed qualifications including letter of interest, fee structure, personnel qualifications and experience with major commercial development, and documentation showing up to ten recent successful commercial property sales by the firm. Price will not be the sole determining factor in the county’s decision. The county reserves the right to select any firm it believes may be best suited to producing the best outcomes for the county, or to reject all qualifications if no firm submits acceptable qualifications. PROJECT DESCRIPTION:  The Wythe County Board of Supervisors has applied for reissuance of the permit for the publically owned Austinville Sewage Treatment Plant. The applicant proposes to release treated sewage wastewater at a rate of 20,000 gallon per day into a water body.  Stabilized sewage sludge will be removed from the sand drying beds as needed and hauled to the New River Resource Authority’s Waste Management Facility (DEQ Permit No. 548) located in Dublin, VA, for co-disposal in the landfill. The facility proposes to release the treated sewage wastewater in Buddle Branch of New River in the New River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the pollutants to amounts that protect water quality for bacteria, organic matter, physical and chemical properties, inorganics and solids.  

HOW TO COMMENT AND/OR REQUEST AND PUBLIC HEARING: DEQ accepts comments and requests for public hearing hand-delivery, by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. Wythe County customers have in recent years been able to use credit cards for water, tax bills, permits and other county transactions without an additional credit card convenience fee or processing fee. The county's bank absorbed those charges, and savings were passed along directly to county customers. However, the bank ended that practice December 31, 2021. Effective January 1, 2022, all county credit card transactions for fees, services or taxes will be assessed a three percent transaction fee. Customers may avoid transaction fees by using cash or check. Signage has been placed at all customer service stations to notify customers.
