WYTHE COUNTY PARTICIPATES IN VETERANS MEMORIAL HIGHWAY DEDICATION CELEBRATION

WYTHEVILLE, Va. – Approximately 80 citizens joined Supervisors Hale, Vaught and Lester beneath the historic Shot Tower in Wythe County recently to celebrate the dedication of U.S. Highway 52 as Veterans Memorial Highway. 

Wythe County Administrative Assistant Rhonda Vaught said it was great to see the event take place. “I was very honored to be there,” Vaught said. “I remember when Mr. Easter first started working on this project, so it was awesome to see this come to fruition after all these years. It was great to see all the communities come together for such a good project.”

Wythe County Engineer William Vaughan also attended the ceremony at the Shot Tower.

“We had a good ceremony,” Vaughan said. “Mr. Easter made a special appearance. He’s the one who pulled all this together over the years.”

Clyde Easter has been working to preserve the memory of all veterans within the mountains of southwest Virginia for several years. Easter is from the Fancy Gap area of Carroll County, Va. Easter is a twice wounded veteran of World War II.

For many years, Easter has strived to get U.S. Highway 52 through Carroll, Wythe and Bland Counties designated as Veterans Memorial Highway. Now, his dream is a reality.

In a letter of support for Veterans Memorial Highway, Easter said: “Ladies and gentleman, I urge you to pass this resolution supporting the naming of U.S. Highway 52, Veterans Memorial Highway. I believe that by doing so that it would perpetuate, and preserve the memory of all veterans of all wars, those that survive, and those that gave their lives for the freedom we enjoy today.”

U.S. Marine Corps retired Lt. Colonel Tim Maxwell was the keynote speaker for the event in Wythe County. Maxwell was injured in combat when his operating base in Kalsu was mortared by an enemy attack in 2004. He had shrapnel tear through the left side of his body and two pieces embedded in his brain. Maxwell pushed himself through rehabilitation. Out of the situation he saw an opportunity to make a difference in the lives of other Marines. He established a Wounded Warrior barracks at Camp Lejune, NC so that no Marine would go through the recovery process alone.

Tim and his wife, Shannon, run Sempermax Support Fund and Semper Fi Farm in Rural Retreat, Virginia. They are committed to helping wounded, ill, and injured veterans of all service branches and all wars find support and renewed purpose.

Maxwell served 21 years as an infantry officer in the U.S. Marine Corps before retiring in 2009.

Several citizens took part in the event by driving antique cars in the U.S. 52 Veterans Memorial Highway Procession as it traveled from Bland County, Va. to Carroll County, Va. Events were also held in Bland and Carroll counties celebrating the day.

NOTICE OF PROPOSED ROAD ABANDONMENT
ROUTE 737 – BUCKLEY DRIVE

Pursuant to §33.2-909 of the Code of Virginia, the Wythe County Board of Supervisors will consider abandonment of a section of Route 737, Buckley Drive, from Route 11 to the end of state maintenance, a distance of .13 miles. Anyone wishing a public hearing be held by the Board of Supervisors prior to its consideration of this proposed abandonment should contact the County Administrator’s Office on or before November 30, 2018 to request a public hearing.

The Wythe County Board of Supervisors is seeking proposals from professional audio services firms with direct experience and expertise working with multi-use indoor arenas. Example events that will be held at the arena include: concerts, rodeos, tractor pulls, arena sports events, trade shows, and other multi-faceted events. The successful offeror shall furnish all design, labor, equipment, and incidentals necessary for the installation of a sound system for the Appalachian Regional Exposition (APEX) Center.  APEX is a 90,000 SF facility which includes a 45,000 SF arena floor and bleacher seating for 2,500 patrons, expandable with arena floor seating. Click HERE for arena floor plan.

The scope of work is for a “public address” style sound system also capable of providing background music. The system may include, but is not limited to, wired microphones, wireless microphones, microphone mixers, speakers, amplifiers, sound control & monitoring systems.  Optionally, include the capability of extending the sound system with outdoor speakers so event participants, patrons & staff may hear announcements from inside the arena.  The offeror has the sole responsibility to: provide a professional acoustical analysis and plan; provide power and IT requirements to County; and provide all necessary labor and equipment to install and commission the sound system.  A minimum of three options is requested as part of the design.  The options can be tiered to provide successive system improvements within an overall design plan (i.e. minimal / recommended / deluxe). 

Interested firms or individuals are requested to submit the following:  two copies of qualifications and references; and, two copies of a proposed work schedule. Wythe County will evaluate proposals based upon qualifications, past performance on similar projects, the ability to demonstrate project delivery and the importance of the project to the firm.

Wythe County encourages MBE/WBE firms to submit proposals. 

The County of Wythe reserves the right to award in part or in whole or to reject any or all proposals.

Sealed Bids for the construction of an approx. 13,000 SF, 3-story addition to the existing Wythe County DSS Office Building Wytheville, Virginia will be received by Mr. Stephen D. Bear, County Administrator, 340 South Sixth Street, Wytheville, Virginia on June 15, 2017 until 2:00 PM, local prevailing time, and then publicly opened and read aloud. The procedure for withdrawal of bids shall be according to provision (i) contained in 2.2-4330 A, Code of Virginia (1950) as amended.

Contract is to be awarded on a lump sum basis.

Bid security is required to be submitted with each Bid in the amount of five percent of the Bid. Bid security may be in the form of a certified or cashier’s check or a bid bond secured by a surety company.

A Performance Bond and a Payment Bond in the amount of one hundred percent of the Contract amount will be required on this Project. The Contractor shall also provide Liability Insurance coverage.

A deposit of $250.00 for each set of the Construction Documents is required. All Contractors, Sub-Contractors, and Material Suppliers will be refunded fifty percent of plan deposit for each set returned in good condition within 30 calendar days after the date of the Bid Opening.

The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding.

No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of Bids without the consent of the Owner.

A pre-bid conference will be held in the Boardroom of the Wythe County Administration Building, 340 South Sixth Street, Wytheville, Virginia adjacent to the site on May 24, 2017 at 2:00 PM. All bidders are requested to be present. Attending the conference shall not be mandatory. The conference will include a tour of the existing DSS Office Building and site.

If a contract is for one hundred twenty thousand dollars ($120,000) or more, or if the total value of all construction, removal, repair, or improvements undertaken by the bidder within any twelvemonthperiod is seven hundred fifty thousand dollars ($750,000) or more, the bidder is required under Title 54.1, Chapter 11, Code of Virginia (1950) as amended, to show evidence of being licensed as a “Class A Contractor.” If a contract is seven thousand five hundred dollars ($7,500) or more but less than one hundred twenty thousand dollars ($120,000), the bidder is required to show evidence of being licensed as a “Class B Contractor.” The bidder shall place on the outside of the envelope containing the bid and shall place in the bid over his signature whichever of the following notations is appropriate:

“Licensed Class A Virginia Contractor No.________”
“Licensed Class B Virginia Contractor No.________ ”
