Bids will be received until 2:00 pm local time October 6, 2017, at the Wythe County Administration Office, Attn: Martha Collins, 340 South Sixth Street, Wytheville, VA 24382.
Envelopes containing each bid must be clearly marked with designation of “Interior Bleachers” or “Exterior Bleachers” and the Bidder’s name, address, and business/contractors’ license number.
Withdrawal of bids due to error shall be in accordance with Virginia Code Section 2.2-4330.
Wythe County encourages the participation of MBE/WBE type firms.
Wythe County reserves the right to accept or reject any and all bids.
Wythe County, Virginia, is seeking bids for the construction of a 90,000 square foot exposition facility and adjacent site improvements. The work is classified as assembly use group A-4 and includes, but is not limited to: site work, pre-engineered metal building structure (210 foot main building span with two shed-type side wings), concrete foundations and associated anchor wall, concrete slab on grade, lap seam corrugated metal siding and roofing panel enclosure, split-face masonry rustication wall, fixed aluminum windows, aluminum storefront system, gypsum drywall partitions, door and frame assemblies, coiling doors and counter shutters, interior finishes, toilet partitions and accessories, miscellaneous metals, and related plumbing, HVAC, and electrical work. This bid does include provisions for deductive alternative(s) and may be awarded on that basis.
This project is part two of a multi-phase construction project and is operating under an open stormwater construction permit. The successful bidder will be responsible for compliance with the provisions of 9VAC25-870 and 9VAC25-840.
Depending upon the final award scenario, the construction run time for this project to substantial completion will be 300 days for the Base Bid or 180 days for Deductive Alternative #1.

Contract drawings and specifications are available on the Wythe County website at www.wytheco.org under the tab “Appalachian Regional Exposition Center.” Prospective bidders may also examine copies of the Bidding Documents provided by the Issuing Office online at the following locations:

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of $300.00 (non-refundable) for each set. Checks for Bidding Documents shall be payable to Treasurer, Wythe County. The Owner will not be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
A mandatory pre-bid meeting will be held at the Wythe County Administration Office, 340 South Sixth Street, Wytheville, Virginia at 10:00 a.m. on Tuesday, September 12, 2017.
Sealed bids will be received at the office of the County Administrator, 340 South Sixth Street, Wytheville, Virginia 24382 until 2:00 p.m. local time Friday, September 29, 2017, 10:00 a.m., Thursday, October 5, 2017, where they will be opened and publically read aloud. Envelopes will be clearly marked with the designation of “APPALACHIAN REGIONAL EXPOSITION CENTER,” and contain the submitting contractor’s name, address, and contractors’ license number. Responsive bids will include: bid form; bid bond; acknowledgment of any addenda; and copy of contractor’s license. Bidders shall comply with Virginia Code Section 54.1-1112 regarding information required with Bid.

NOTICE OF PUBLIC HEARING
FISCAL YEAR 2018 BUDGET AMENDMENT
Notice is hereby given pursuant to Section 15.2-2507 of the Code of Virginia and amendments thereto, that the Wythe County Board of Supervisors intends to consider an amendment to increase the FY18 budget in the amount of $2,500,000 for additional capital project funding for the Appalachian Regional Exposition Center. This amount, which is proposed to come from county reserve funds, will be used for building construction and related costs.
A public hearing is scheduled for Tuesday, October 24, 2017, at 9:05 a.m., or as soon as practicable thereafter, in the Board Room of the County Administration Building, 340 South Sixth Street, Wytheville, Virginia 24382 to hear public comment on the proposed budget amendment.

The project consists of the construction of a 90,000 square foot exposition facility and adjacent site improvements. The work is classified as assembly use group A-4 and includes, but is not limited to: site work, pre-engineered metal building structure (210 foot main building span with two shed-type side wings), concrete foundations and associated anchor wall, concrete slab on grade, lap seam corrugated metal siding and roofing panel enclosure, split-face masonry rustication wall, fixed aluminum windows, aluminum storefront system, gypsum drywall partitions, door and frame assemblies, coiling doors and counter shutters, interior finishes, toilet partitions and accessories, miscellaneous metals, and related plumbing, HVAC, and electrical work. Examples of the required services include, but are not limited to: aggregate base material compaction testing; asphalt pavement compaction testing; soil compaction testing and inspection; underground utility backfill compaction testing; concrete strength testing and in-place strength evaluations; testing of LID components, including bio-swale soil mixtures. Per the contract specifications section 014000 (Quality Assurance) interested firms are requested to demonstrate their capabilities and experience by providing proof of qualifications in the form of a recent report on the inspection of the testing agency by a recognized authority.
Basis of selection will be lump sum quote for all owner provided inspection and testing required by the contract technical specifications.
