The Wythe County Board of Supervisors is seeking proposals for engineering services to update its 1995 comprehensive water and wastewater study in Wythe County, Virginia.  The study will address, but not be limited to the following: 

  1. Evaluate existing water and wastewater systems conditions throughout the County.
  2. Evaluate future water and wastewater system needs and capacities based on population trends and economic development.
  3. Service alternatives for meeting identified needs for water supply and wastewater treatment.
  4. Address aging water and wastewater infrastructure and estimates for replacing.
  5. Address servicing areas with poor water quality or failed sewerage disposal systems.
  6. Recommend prioritized projects by rank and costs estimates for said projects.
  7. Updated hydraulic mapping and modeling as required.
  8. Update mapping of existing and proposed water and sewer service areas.
  9. Address financial funding sources.
  10. Address utility rate structures.

The successful offeror will work closely with the Water and Wastewater Director and County Engineer and will be the Engineer-of-Record for the project.  A previous study is available to use as a baseline for the project. 

Interested offerors are requested to provide five copies of qualifications and references on Standard Form (SF) 330.  

Proposals will be received at the office of Stephen D. Bear, Wythe County Administrator, 340 South Sixth Street, Wytheville, VA 24382 until 2:00 p.m. local prevailing time Friday, March 27, 2020. 

All elements of this project will comply with the Virginia Department of Health, Viginia Department of Environmental Quality and US Department of Agriculture - Rural Development guidelines.

In compliance with the Code of Virginia and amendments thereto, the Wythe County Board of Supervisors will conduct a public hearing to consider an ordinance entitled, “Parking Ordinance of Wythe County, Virginia”. Wythe County Board of Supervisors is requesting proposal for the replacement of the carpet within the Wythe County Public Library at 300 East Monroe Street, Wytheville VA. All proposals should be marked “Library Carpet” and to the attention of Martha Collins, 340 South 6th Street, Wytheville, VA 24382. Some guidelines are as follows:

Contractor should provide pricing for at least one or all of the options listed below.

Option 1

  • Provide samples to the owner for selection of both flooring types.
  • Remove and dispose of the existing carpet.
  • Remove any glue, dirt, or debris from the concrete.
  • Provide materials and labor to install 5750 square feet of carpet squares that have a face weight of 18, thickness of .112, weight density of 0005786, Ply twist – 5/64, 100% nylon fiber unbranded.
  • Provide materials and labor to install 1760 square feet of LVT waterproof flooring that has at least an overall thickness of 5.2 mm where there is 4.2 mm SPC + 1 mm IXPE cushion. Should be a plank flooring style. Provide materials and labor to install white painted quarter round to cover all exposed edges.

Option 2

  • Provide samples to the owner for selection of both flooring types.
  • Remove and dispose of the existing carpet.
  • Remove any glue, dirt, or debris from the concrete.
  • Provide materials and labor to install roll carpet for the entire requested area of the building, estimated 7510 square feet.
  • Roll carpet should have a good wear resistant with stain guard and a level loop pile.
  • Provide materials and labor to install 1760 square feet of LVT waterproof flooring that has at least an overall thickness of 5.2 mm where there is 4.2 mm SPC + 1 mm IXPE cushion. Should be a plank stile flooring style.
  • Provide materials and labor to install white painted quarter round to cover all exposed edges.

General Notes

  • County will close the Library for 1 week so that work can be completed.
  • Work will need to be completed in stages as there will be a need to move the contents of the library back and forth. Labor for furniture and fixtures will be supplied by the County.
  • All demolition materials will be removed and disposed of by the contractor.
  • Contractor will supply all labor, tools, and material to complete the job.
  • Contractor will coordinate with the Wythe County Buildings and Grounds Department to have the furniture moved prior to the work by the contractors.
  • In addition to the proposed price the contractor will provide a certificate of insurance, a copy of their contractor license, a schedule of work start and completion time, and at least 3 references of similar work.
  • Payment in full will be made within 45 days of final inspection and submitted invoice.
  • Contractor is responsible for verifying all measurements

Austinville Virginia Area - Wastewater Treatment Plant Upgrades and Sewer Line Replacement 

Wythe County, Virginia, is seeking proposals for Engineering Services for the preparation of design plans, specifications, bid documents and contract documents for the Austinville Area Wastewater Treatment Plant Upgrades and Sewer Line Replacement.  The plans will meet the design standards and specifications for Virginia Department of Environmental Quality. 

The scope of work is for: 

  • Design the Wastewater Treatment Plant Upgrades to include any and all demolition and disposal plans. 
  • Survey, map, and design the collection system replacement to include construction sequence. 
  • Prepare Specifications. 
  • Prepare Bid documents. 
  • Prepare Contract Documents. 
  • Provide contract administration and inspection services. 

Interested offerors are requested to provide 5 copies of qualifications and references on Standard Form (SF) 330 with their proposal.  

A site visit is recommended.  

Aerial mapping may be obtained from the Wythe County GIS (2019 aerial mapping).
