Wythe County, Virginia is requesting bids from equipment suppliers to provide submersible wastewater pumps and controls for the County’s new Progress Park South Wastewater Pump Station. 

Equipment shall be in accordance with requirements identified in the Section 11310 – “Wastewater Pumps” and Section 16900 – “Controls & Instrumentation”

Bids shall include lump sum price for all materials and services (including freight and equipment startup) and shall include separate standalone prices for both pumps and controls, which may be awarded separately at County’s discretion.  Bidders may also provide a packaged price (if lower than the sum of the separate pump and control prices) which would only be valid for consideration if the pump and controls are awarded together.  Bidders shall also submit supporting documentation including pump model and description, performance curves, dimensional data, and VFD model and mounting type (internal to control panel or exterior mount). 

Please note that bids may be awarded and/or rejected on evaluation other than price alone.

The County of Wythe reserves the right to reject any or all bids.

Bids shall be valid for a minimum 60 days from date of submission.

The estimated maximum amount of the bonds proposed to be issued is $12,115,000 in the aggregate. Sealed Bids for construction of the Addition and Renovation to the Wythe County Office Building project will be received by Mr. Stephen D. Bear, County Administrator, 340 South Sixth Street, Wytheville, Virginia on March 8, 2022 until 2:00 PM, local prevailing time, and then publicly opened and read aloud.  The procedure for withdrawal of bids shall be according to provision (i) contained in 2.2-4330 A, Code of Virginia (1950) as amended. 

The Project involves construction of an approx. 14,400 SF, 3-story, steel frame with masonry exterior enclosure addition to the existing Wythe County DSS Office Building, associated renovation work where the new and existing construction interface, and sitework.  The addition is an extension of the existing building Business occupancy comprising offices, break rooms, meeting rooms, public waiting areas, restrooms, and storage/utility areas.  The construction contract is to be awarded on a lump sum basis. 

Bid security is required to be submitted with each Bid in the amount of five percent of the Bid.  Bid security may be in the form of a certified or cashier’s check or a bid bond secured by a surety company.  A Performance Bond and a Payment Bond in the amount of one hundred percent of the Contract amount will be required on this Project.  The Contractor shall also provide Liability Insurance coverage.

Contractors have the option to purchase an electronic set of bidding documents (PDF Format) for a $50.00 non-refundable fee or set of hard copy Bid Documents upon payment of $250.00 (non-refundable) for each set.  Checks for Bidding Documents shall be payable to The Lane Group, Inc.  Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. 

The Owner reserves the right to reject any or all bids, or to waive any informality in the bidding.  No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of Bids without the consent of the Owner. 

A Pre-bid Conference will be held in the Boardroom of the Wythe County Administration Building, 340 South Sixth Street, Wytheville, Virginia adjacent to the site on February 16, 2022 at 2:00 PM.  All bidders are requested to be present.  Attending the conference shall not be mandatory. The conference will include a tour of the existing DSS Office Building and site.

If a contract is for one hundred twenty thousand dollars ($120,000) or more, or if the total value of all construction, removal, repair, or improvements undertaken by the bidder within any twelve-month period is seven hundred fifty thousand dollars ($750,000) or more, the bidder is required under Title 54.1, Chapter 11, Code of Virginia (1950) as amended, to show evidence of being licensed as a “Class A Contractor.” The bidder shall place on the outside of the envelope containing the bid, and shall place in the bid over his signature, the following notation:   “Licensed Class A Virginia Contractor No.____________________________________________”

The County of Wythe seeks proposals from professional radio communications providers to improve emergency communications operability, reliability and signal coverage for first responders and dispatch.

Background:  Over the past seven years, Wythe County has worked with a variety of providers to upgrade its transmitters, repeaters, mobile and handheld radios, dispatch consoles and associated equipment and software to provide digital first response radio service through the county. These upgrades have improved, secure digital radio service for most first responders and law enforcement, but gaps remain in service, consistency and quality of radio communications.

Scope:  Wythe County seeks a professional radio communications provider to improve service, eliminate service gaps, provide redundancy, reduce the need for service calls, ensure full frequency licensure, ensure accurate radio programming and provide to the county complete and accurate maps of all county system components. The county desires physical, microwave or other secure wireless connection and redundancy between its primary tower sites, and is open to adding towers or nodes if necessary to eliminate dead service areas.

Proposals must include:

  • Detailed letter of interest introducing the provider, its experience and its technical team.
  • Disclosure of familiarity with the county’s existing system and components.
  • Expected plan of work to provide clear, consistent, redundant, county-wide communication for all first responders, including proposed technology and equipment, equipment availability, and a total expected project budget or cost range.
  • Expected schedule of work with a contract award in mid-March 2022.
  • Five references for similar projects completed by the proposer

Scoring:  Proposals will be scored equally on scope, cost, time to completion, technical expertise, and the proposer’s supply chain.

Deadline:  Interested firms must submit proposals by Tuesday, February 22, 2022 at 11 a.m.
